GUADALUPE, Santa Barbara County — October 14, 2026. Voters in the City of Guadalupe have a busy local ballot on November 3: the mayor, two City Council seats and City Treasurer, along with two separate city tax measures. The official municipal candidate and ballot measure list is published by the City of Guadalupe’s City Clerk.
Who is running for city office?
According to the city’s qualified candidate list, the two mayoral candidates are Christina Hernandez and Ariston D. Julian. The mayoral term is two years.
The city lists Randy L. Altergott and Robert Diaz for the two four-year City Council positions, and Charlene Estabillo for City Treasurer, a four-year office. These are city-published qualified candidate names, not an endorsement or prediction. Voters should consult the county’s official sample ballot for confirmation.
Measure G2026: A tax on cannabis businesses
The city asks voters whether to authorize a local tax on the gross receipts of cannabis businesses operating within Guadalupe. The proposed maximum rates are up to 8% for retail and up to 4% for other cannabis business categories. The City Council would have authority to set lower rates, and the city estimates roughly $78,000 in annual revenue. That is an estimate, not guaranteed collections.
Measure G2026 would concern a specific business tax, not an automatic tax on every household. The city’s description says the funds would remain available for essential city services. Readers should review the official resolution and both sides’ arguments before voting.
Measure J2026: Lodging tax from 6% to 12%
A separate question proposes increasing Guadalupe’s transient occupancy tax from 6% to 12% on lodging rentals of 30 days or less, and expanding the tax’s scope to RV parks and campgrounds. The city estimates up to $20,000 annually from the change, with potentially more revenue if additional lodging facilities open.
The lodging tax would apply to the specified short-term lodging transactions, not automatically to ordinary year-round residents’ housing payments. Its real effect would depend on what accommodations are rented, applicable exemptions and the final municipal rules.
What is different about these two measures?
G2026 relates to taxable business receipts in the cannabis sector; J2026 relates to short-term lodging. They are separate city ballot questions and must not be confused with California’s statewide propositions or with measures in other Santa Barbara County communities.
