RIO VISTA, Solano County — October 15, 2026. Rio Vista voters face a municipal council contest and a separate local fiscal question on November 3. Publicly available election reporting identifies four candidates for two City Council positions, while an official Solano County Board of Supervisors record names Measure O as the City of Rio Vista proposal to extend a general services tax.

Who is running for City Council?

The San Francisco Chronicle’s 2026 Bay Area voter guide names Rick Dolk (incumbent), Robert Butler, Gloria J. Thibeaux, and Leslie Codling-Dichet as the four people competing for two seats. A separate candidate-list compilation gives the same four names. Those are independently attributed press/compiled candidate lists, not a substituted county-issued sample ballot.

The final candidate designations and ballot order should be confirmed through the Solano County Registrar of Voters’ current election page. Voters choose no more than the permitted number of candidates for the specific council contest printed on their official ballot.

Measure O: what does the county record say?

A Solano County elections consolidation report assigns the letter Measure O to a City of Rio Vista proposal identified as extending the general services tax. Unlike the council race, this is a ballot question about city fiscal policy.

The consolidation report does not by itself provide enough detail to establish a precise replacement rate, expiration date or expected revenue, so this report does not invent those figures. For the exact yes/no wording, existing rate, fiscal analysis and consequences of either outcome, read the county’s final November 2026 Notice of Measures.

Does everyone in Solano County vote on these city questions?

No. Rio Vista City Council seats and city Measure O concern the City of Rio Vista. Neighboring communities outside its municipal boundaries have different local offices and measures. A resident should check the county’s polling-place and sample-ballot lookup by registered address rather than relying on a countywide list.

How to verify the correct ballot

Solano County Elections publishes its final candidate filing log, ballot measure notices, polling places, ballot drop-off locations and vote-by-mail tracking. Its July 2026 election notice confirms polling hours on November 3 are 7 a.m.–8 p.m.. The ordinary online voter registration deadline is October 19, with conditional registration options for eligible late registrants.
