ALTURAS NEWS | LOCAL REPORTING · 2026

A geothermal infrastructure proposal for Modoc Medical Center in Alturas entered California’s environmental records in January 2026. The California Energy Commission filed a Notice of Exemption January 23 for converting an unused geothermal production well into an injection well, an upgrade intended to expand the capacity of an existing community heating system.

How the system works

The medical center already uses geothermal water as a source of heat. After extracting useful heat, the system needs adequate injection capacity to return geothermal water into the aquifer. The proposed conversion of an existing unused production well would add that capacity without building an entirely new production field. The state record identifies the project at 900 North Main Street in Alturas.

Who could benefit beyond the hospital

According to the commission’s filing, the geothermal heating network currently serves Modoc Medical Center, local schools and a swimming pool, and the new injection capacity could accommodate expansion of the medical center’s facilities and future users. Reduced heating costs are an intended economic benefit cited by the applicant, not measured savings already demonstrated by this particular project.

What construction could involve

The project would reopen and clean the old well to its original depth and test the well casing for integrity before injection. A minor deepening is described as possible if necessary. Existing pipes would be accessed, and new pipe segments could be installed within previously disturbed parking and high-school roadway areas. State oversight from the California Geologic Energy Management Division is also identified as part of required permitting.

Approval is not a completion announcement

A Notice of Exemption records the agency’s determination that the work falls under CEQA exemptions for limited alterations and replacement or reconstruction of facilities. It does not establish that the conversion has been completed, all permits have issued, or geothermal capacity has increased in operation. Alturas News will seek implementation records and heating-cost data before reporting the claimed benefits as achieved.
