AVENAL NEWS | ORIGINAL LOCAL REPORT · 2026
Avenal city officials filed a September 2026 environmental notice for an urban cooling project called Oasis Canopy Corridor: Avenal’s Greenway. The idea is to convert about one mile of asphalt median along San Joaquin Street into a greener, shadier space that helps pedestrians and cyclists cope with summer heat.
The section proposed for treatment
The city locates the corridor between Thurston Avenue and Park Avenue on San Joaquin Street, inside existing public right-of-way. The plan focuses on a current street median rather than opening a new roadway or adding lanes. Its environmental notice characterizes the work as a minor change to existing facilities.
Why heat is central to the project
In the official filing, the city describes Avenal as a heat-vulnerable farmworker community. Asphalt and unshaded routes can become uncomfortable during hot months, especially for people walking or cycling for daily errands. The project’s stated aim is to reduce the urban heat-island effect while improving the experience of moving through town.
What is and is not established
The September 3 Notice of Exemption records the project description and environmental reasoning. It does not by itself establish that landscaping is already planted, that new shade covers the entire mile, or that the city has measured a reduction in surface temperature. Those outcomes require construction and monitoring updates.
Questions worth asking locally
Residents can request tree and planting plans, irrigation requirements, accessible crossing design and a maintenance schedule. A project promoted as a cooling measure should also explain water use in an arid community. Avenal News will follow official implementation documents and welcomes neighborhood suggestions and corrections.
