BORREGO SPRINGS NEWS | 2026 LOCAL REPORTING
A regional broadband proposal filed with the California Public Utilities Commission in May 2026 includes 57 miles of fiber-to-the-home improvements in Borrego Springs. The project, proposed by Zito California, LLC, also includes new fiber in Julian and Ramona and two middle-mile links extending into the Imperial Valley.
What the state filing actually proposes
The May 14 environmental notice describes three components: 212 miles of new fiber-to-the-home construction in the Julian and Ramona areas, 57 miles of FTTH upgrades in Borrego Springs, and roughly 55.9 miles of new middle-mile infrastructure connecting Borrego Springs toward Kane through Salton City and Calipatria. Those are different types of construction with different implications for households.
How the desert route is designed
The plan largely follows existing transportation and utility corridors. It describes use of existing utility poles for aerial fiber, where permitted, with underground installation where poles are unavailable or impractical. A segment follows Borrego Salton Seaway, County Route S22, toward Salton City. This approach is intended to reduce the need for entirely new rights-of-way, although site-specific permits and utility work may still be required.
What the proposal does not promise
A project filed for a CEQA statutory exemption does not prove that fiber is installed, lit, priced or available at any particular Borrego Springs home. New middle-mile infrastructure improves regional connectivity potential, while last-mile construction and individual service qualifications are separate matters. Subscribers should verify coverage and offers with the operator instead of relying on generalized project mileage.
Why connectivity matters locally
Remote areas of eastern San Diego County have long distances between services and may depend on reliable communications for small businesses, schooling, medical information and emergency notices. Borrego Springs News will track permit approvals, construction milestones, network activation and published service maps separately, and welcomes dated observations from residents.
