CLOVERDALE, Sonoma County — October 14, 2026. Voters inside Cloverdale city limits will choose representatives for three City Council seats in the November 3, 2026 general election. The City of Cloverdale also lists a City Treasurer office among positions scheduled for this municipal election.
Who qualified for Cloverdale City Council?
The City Clerk’s published 2026 candidate filing table identifies nine candidates as qualified for three council seats. Listed below in the city’s filing-table order, not an endorsement or predicted ranking:
- Chris Parker — retired police chief
- Andrés Marquez — appointed incumbent
- Steve Kawa — small business owner
- Marjorie A. Morgenstern — incumbent
- Will Carter — Cloverdale business owner
- Kelly Spagnola — community volunteer
- Jenn Neylon — chief business officer
- Kimberly Kern — public school superintendent
- Colleen Shields — massage therapist/bookkeeper
These descriptions reflect the candidate designations published by the city and are not independent assessments. The official county sample ballot remains the controlling source for the final ballot list and spelling.
What about the City Treasurer office and city ballot measures?
The city’s 2026 voter-resources page says a City Treasurer position is also up for election and reports zero Cloverdale city ballot measures on the November 3 ballot. At the time of this review, the separate City Clerk candidate table displayed “None” beneath its 2026 prospective City Treasurer candidates heading; residents should consult the Sonoma County Registrar of Voters for the final office status and ballot.
The absence of a city measure does not mean the ballot lacks statewide propositions or countywide measures. Those are separate questions and can appear on a Cloverdale resident’s ballot.
A second issue: Cloverdale’s transition to district-based voting
In parallel with the election, the city has been examining a change from electing all council members citywide to electing members by individual districts. The city’s district-based elections project page lists public hearings in July, August and September, and a planned October 14 hearing for ordinance adoption. This schedule is subject to change and does not establish whether an ordinance was adopted; residents should check the latest City Council agenda and actions.
The proposed transition could change the way neighborhoods choose their representatives at future elections, but the city’s 2026 candidate and voter information should be used for the current election rather than assuming new district lines automatically apply immediately.
Watch candidate forums and verify your ballot
