DINUBA, Tulare County — October 14, 2026. Dinuba voters face a decision on November 3 that is separate from California’s 14 statewide ballot propositions: Measure S, a proposal to create a three-quarter-cent city sales tax for general municipal services.

What does Measure S propose?

According to the City of Dinuba’s official Measure S information page, the city council voted unanimously on June 9, 2026, to place the proposal on the November 3 ballot. If approved, the tax would apply to taxable purchases within Dinuba city limits, and the city estimates approximately $3.4 million in annual revenue. This is a city measure, not a countywide Tulare County measure.

The official ballot description cites 911 emergency response, crime investigation, staffing for firefighters and police, street and alley repairs, homelessness response, park maintenance, youth recreation and senior services among the services that could be supported.

Could the money be dedicated to specific projects?

Not necessarily. The city describes Measure S as a general sales tax. That distinction matters: revenue from a general tax is not legally restricted to the particular projects listed in campaign or ballot descriptions. If voters approve the measure, elected city officials would decide how to allocate the money through the public budget process. The city states that spending would be subject to disclosures and audits.

Residents evaluating the proposal may wish to compare the city’s public-safety and road-repair needs with the cost of a higher sales tax on taxable local purchases, and then read the full official ballot text before deciding.

How does it relate to the November 3 election?

Measure S is not one of California’s statewide propositions. A Dinuba voter can have the city measure alongside statewide offices and any district-specific contests on an official ballot. A resident elsewhere in Tulare County should not assume Measure S applies at their address. Dinuba elects City Council members by district; city information is available on its official election page.

What happens if the measure passes or fails?

If approved, the local tax would generate revenue the city could use for general services; spending decisions would be part of the municipal budget process. If the measure fails, that proposed new tax would not take effect. Neither outcome guarantees a specific change to emergency response times, road conditions or city staffing, because those depend on budget and implementation choices.
