LAKE ISABELLA, Kern County — Regional government watch | October 15, 2026. The Kern County District Attorney has described how City of Ridgecrest representatives advocated for California groundwater bills AB 1413 and AB 1466 without a legally authorized public vote by the Ridgecrest City Council. This investigation concerns Ridgecrest, not Lake Isabella.

What the official letter says

In a seven-page letter dated October 12, 2026, District Attorney Cynthia J. Zimmer concluded that the Ridgecrest City Council did not lawfully vote to endorse either bill. The letter says Councilmember Kyle Blades and former City Manager Ron Strand presented support as a city position although investigators found no legally authorized council vote. The prosecutor also distinguished the officials’ right to advocate personally from making a claim on the city’s behalf.

The inquiry did not establish that a secret council vote occurred. Zimmer said no criminal charges are contemplated based on this investigation. These are attributed findings in the DA’s letter, not a conviction or court judgment; the report should not be taken to allege criminal guilt.

Why this is being shared with Lake Isabella readers

Lake Isabella is in the Kern River Valley, not Ridgecrest’s city jurisdiction or the Indian Wells Valley. The district attorney’s letter does not analyze Lake Isabella water policy or assert wrongdoing here. For readers who follow government decisions, the wider issue is whether a city council’s purported support for a state bill can be verified against open agendas and votes.

AB 1413 and AB 1466 were the subjects of the officials’ 2025 advocacy. The DA letter focuses on the city’s claimed endorsement, not on a legal determination of all the bills’ impacts. For bill-specific policy implications, consult legislative analyses rather than assuming identical effects across communities.
