MORGAN HILL, Santa Clara County — October 15, 2026. Morgan Hill voters will decide a four-year mayoral election, council representation in Districts B and D, and Measure A, a local question that could change the City Treasurer’s position from elected to appointed.

Who is running for Morgan Hill mayor?

The City Clerk’s official 2026 qualified-candidates page lists three names for the regular mayoral ballot: Kristopher Clayton, Deborah Africa and incumbent Mark Turner. It separately identifies Jacob Montoya as a write-in candidate. That distinction matters: a qualified write-in candidate is not automatically printed as a standard name on the ballot.

The city states that the mayoral term is now four years, rather than the previous two-year cycle. Candidates’ statements and recordings of a September 14 forum are linked from the official candidate page.

City Council District B: two candidates

For District B, the city lists Steven Hayes and Yvonne Martinez Beltran (incumbent). Only eligible registered voters living in District B can vote for that district council seat. Residents elsewhere in the city should consult their own sample ballot instead.

City Council District D: two candidates

For District D, the qualified list names Dolores Alvarado and Marilyn Librers (incumbent). The City Clerk links the candidates’ statements as well as a September 28 City Council candidate forum. The newspaper does not treat published campaign claims as independently verified facts.

Measure A: elected or appointed City Treasurer?

Measure A asks voters a straightforward institutional question: “Shall the office of the City Treasurer be appointive?” According to the city’s official Measure A explanation, a yes vote would make the City Treasurer appointed, with the Finance Director serving as Treasurer. The change would take effect after the current elected Treasurer’s term ends in 2028, unless the office becomes vacant sooner. A no vote would preserve the system of electing the Treasurer.

The city estimates potential savings of about $15,000 in election costs every four years and about $40,000 a year in personnel expenses. These figures are city estimates, not audited savings guaranteed by the ballot’s passage. Voters may weigh administrative expertise against the direct electoral accountability of choosing a Treasurer.

The City Clerk posts the full ordinance, impartial city attorney’s analysis and ballot arguments so readers can compare legal wording rather than relying solely on campaign materials.

How to verify voting deadlines and your personal ballot

Morgan Hill’s official election calendar states October 19 is the regular voter-registration deadline, and November 3 is Election Day. The city notes write-in candidacy runs through October 20. For early voting, ballot drop-off, the final candidate list and all other contests applicable to a specific residence, consult the Santa Clara County Registrar of Voters.
