OROVILLE NEWS | BUTTE COUNTY — OCTOBER 18, 2026. California’s Department of Water Resources has completed a $235 million rehabilitation of a critical outlet system deep inside Oroville Dam. The project is designed to preserve the ability to release cold water from Lake Oroville into the Feather River, support fish populations and maintain operational flexibility when drought and extreme heat complicate water management.

What exactly was repaired?

The component is known as the River Valve Outlet System, or RVOS. It sits within an early diversion tunnel near the base of Oroville Dam, and includes equipment used to release water from deeper portions of the reservoir. DWR says the works include newly installed fixed-cone valves. The agency announced overall completion on September 30, 2026, after commissioning was completed in June. This is a completed infrastructure project, not a proposal seeking bids.

Why cold water matters for salmon and steelhead

When surface reservoir water warms during summer, water held deeper in Lake Oroville can remain colder. Releases of that water can help DWR manage downstream Feather River temperatures for Chinook salmon and steelhead trout, particularly during periods of high heat or low reservoir storage. Temperature management is one of several environmental and operational considerations; the rehabilitation does not by itself guarantee favorable habitat conditions in any given year.

Part of a larger dam system

Oroville Dam, a 770-foot earthen structure, is the tallest dam in the United States and a central element of the State Water Project. Its functions include downstream flood management, water supply, hydropower, recreation and support for Feather River habitat. Rehabilitation of a specialized valve system should not be confused with rebuilding the entire dam or modifying all spillway components.

How workers completed the project

DWR says construction began in October 2022 and required multiple contractors and highly coordinated work in confined areas deep beneath the dam. Project teams used barges to bring materials and equipment, as well as temporary bulkheads to facilitate work on the valve infrastructure. The work had to be coordinated with operations at the adjacent Hyatt Powerplant and with cold-water release requirements.

According to the agency, a joint venture between Syblon Reid of Folsom and The Dutra Group of San Rafael performed the construction. DWR described the completed rehabilitation as an investment in long-term reliability rather than an immediate expansion of reservoir storage.

Does this increase how much water Lake Oroville can hold?

No such capacity increase was announced. The stated benefit is reliable operation of cold-water outlets under changing climatic conditions. Reservoir volume still depends on hydrology, operations, regulatory requirements and other infrastructure. The project can help provide operational options during dry years without eliminating drought or flood risk.

What it means for Butte County

Residents around Oroville and along the Feather River have a strong interest in dam safety, water flows and fish health. An operating outlet system capable of serving its designed purpose is an important part of that broader picture. Officials have not described this announcement as a direct guarantee of local water rates, unrestricted releases or new recreation access. For such questions residents should use DWR’s ongoing operations and reservoir information.
