CALIFORNIA — November 4, 2026. Early statewide returns from the November 3 general election show voters taking different positions across 14 ballot measures involving housing, taxes, election laws, research and environmental review. The percentages below reflect a November 3, 11:33 p.m. Pacific snapshot reported from the California Secretary of State’s semi-official vote totals. They are not final certified results.

All 14 propositions: share of reported yes and no votes

Measure Subject Yes No
Proposition 1 Housing bonds 59.3% 40.7%
Proposition 2 Budget reserves 59.8% 40.2%
Proposition 3 Higher-income tax extension 58.7% 41.3%
Proposition 4 Public campaign financing 47.9% 52.1%
Proposition 5 Statewide recall rules 50.3% 49.7%
Proposition 37 Middle-income homebuyer loans 60.9% 39.1%
Proposition 38 Immunology research bonds 56.4% 43.6%
Proposition 39 Voter identification 40.6% 59.4%
Proposition 40 One-time billionaire wealth tax 43.6% 56.4%
Proposition 41 Tax audits and state spending rules 47.6% 52.4%
Proposition 42 Taxes on personal property and retroactive taxes 54.5% 45.5%
Proposition 43 Local special-tax voting threshold 45.3% 54.7%
Proposition 44 Health clinic spending requirement 17.7% 82.3%
Proposition 45 Certain CEQA review changes 45.7% 54.3%

At this snapshot, 18,084 of 23,860 precincts (75.8%) were reported as partially reporting. This measure of reporting does not mean that 75.8% of all valid ballots have been counted. Counties continue the official canvass after Election Night.

Important projections versus certified outcomes

Associated Press projected Proposition 37, a middle-income homebuyer loan measure, would pass and Proposition 39, the voter ID and citizenship-verification measure, would fail, according to the reporting cited with these figures. Those are AP projections, not final certification by the Secretary of State. Other measures remained in counting status in the cited snapshot. California58 previously reported the Proposition 39 projection and is not repeating that story here.

The billionaire tax and competing measures

Proposition 40, which would impose a one-time wealth tax on certain billionaires, trailed at 43.6% yes. Proposition 41 also trailed, while Proposition 42 led at 54.5% yes. Some provisions of these measures claim to conflict with one another; if multiple are approved, the constitutional rules for conflicting initiatives may become relevant. Their outcome cannot be determined from percentage figures alone.

Some close questions remain

Proposition 5, changing the process for selecting a successor after a recall, stood at 50.3% yes to 49.7% no in this snapshot. A margin this narrow deserves careful attention as outstanding ballots are processed. No official passing result is asserted here.

How and when will results become official?

The California Secretary of State is scheduled to certify statewide results on December 11, 2026, after county canvassing and verification of valid ballots. Voters should consult the official Secretary of State ballot-measures results for current totals. These figures are drawn from the CaliforniaToday November 3 11:33 p.m. tally referencing state data, with measure descriptions checked against CalMatters. Percentages are time-stamped and may change.
