VENTURA COUNTY, California — November 5, 2026. Two ballot measures with consequences for local public institutions received Yes majorities in the early November 3 vote, according to the latest publicly displayed Ventura County results. United Water Conservation District Measure D recorded 42,124 Yes votes and 18,990 No. Separately, Rio School District Measure B had 3,957 Yes against 1,962 No. They are different proposals, with different eligible voters and potentially different statutory thresholds.
Measure D: a water conservation district question
The county results posted by NBC Los Angeles list Yes at 68.93% and No at 31.07%, for 61,114 valid selections in the United Water Conservation District measure. That is a reported numerical Yes lead of 23,134 votes. The precise legal mechanism and any tax or financing authorization must be verified against the official measure text; a reference to a water district does not automatically establish which infrastructure projects will be funded or at what cost.
Why water district governance matters
United Water Conservation District manages water-resource responsibilities that are especially relevant to agriculture, groundwater, water supply and regional resilience in its service area. Decisions about financing and operations can have different implications for farms, residents and local businesses. The election data alone do not show whether individual voters prioritized those particular concerns when they marked Yes or No.
Measure B: the Rio School District ballot
On the separate Rio School District Measure B, the preliminary result shows 66.85% Yes and 33.15% No, or a 1,995-vote Yes margin. There are 5,919 valid selections on this school district question, far fewer than in the water district measure. That distinction is a direct illustration of why one cannot use overall county turnout to describe the number of voters eligible for a special district ballot.
Different ballot rules can produce different outcomes
Some local special taxes require approval by two-thirds of valid voters, while certain school construction bonds can require 55%. Because the legal character of these particular measures controls their threshold, California58 is not asserting final passage from an early percentage alone. The election office’s official ballot language and certified canvass ultimately determine adoption.
Where to verify the next release
The Ventura County Registrar results dashboard is the authoritative location for the next counted batches. Mail ballots and other valid votes still undergo statutory review after Election Day.
