ACTON NEWS | TRANSPORTATION & COMMUNITY — Acton, Los Angeles County, California. A proposal to change how train horns are routinely used near two local rail crossings has entered the community discussion, but a quieter crossing is not yet an approved or completed project.

Approved minutes of the Acton Town Council’s June 9, 2026 meeting report that the Los Angeles County Department of Public Works was pursuing grant funding to develop Quiet Zone infrastructure at the Crown Valley Road and Aliso Canyon Road crossings. The council said it and community members and organizations submitted letters supporting the funding effort.

What a railroad Quiet Zone means

A railroad Quiet Zone is a regulated section of track where train operators do not routinely sound horns at public grade crossings if specified safety protections are in place. The Federal Railroad Administration (FRA) emphasizes that train horns normally serve an important collision-prevention purpose. Quiet Zone designation does not eliminate all possible horn use: engineers may still sound horns in emergencies or other circumstances that require warnings.

Under the federal framework, a public authority responsible for traffic control or law enforcement, rather than a volunteer neighborhood organization, must establish a Quiet Zone. Crossings may require added safety features and review by appropriate agencies before designation. California’s Public Utilities Commission describes its safety-review role for crossing changes and Quiet Zone notices.

What is confirmed — and what is not

The locally approved council minutes establish that county grant-seeking activity was reported in June and that there was community support for pursuing the project. They do not establish that funding has been awarded, construction is scheduled, or a Quiet Zone is in effect at either crossing.

That distinction matters to residents concerned about nighttime noise as well as to people using the roads. A project intended to reduce routine horns must also maintain safe vehicle, pedestrian and rail operations. The proper next questions are about funding decisions, proposed engineering, the responsible public authority, required approvals and opportunities for public comment.

What Acton residents can monitor

  • Any public award announcement identifying grant funds and the specific crossings covered.
  • Safety concepts or drawings proposed for Crown Valley Road and Aliso Canyon Road.
  • Required crossing reviews and any official Quiet Zone establishment notice.
  • Construction timing and traffic changes if an approved project proceeds.

The Acton Town Council is a volunteer advisory organization; its minutes are a record of what was reported at its meeting, not a substitute for a formal county grant award or regulatory authorization. Acton News will update the story if verified project documents become available.
