SAN LEANDRO, Calif. — California has designated a section of Interstate 880 between Union City and San Leandro in Alameda County as the Bay Area’s first State Priority Safety Corridor, bringing a prevention-focused road safety initiative to one of the East Bay’s major commuter and freight routes.

California Transportation Secretary Toks Omishakin announced the designation alongside Caltrans, the California Highway Patrol, the Office of Traffic Safety, the Department of Motor Vehicles and state and local partners. State officials said two additional corridors are expected to be announced later in 2026.

Why this stretch of I-880?

The state is using crash information and a High Injury Network approach to identify corridors with concentrations of fatal and serious injury collisions. The selection methodology, developed with UC Berkeley’s Safe Transportation Research and Education Center (SafeTREC), considers crash severity, roadway conditions, surrounding communities and the ability of partner agencies to implement improvements.

The I-880 corridor carries substantial passenger and commercial traffic through the East Bay. The designation is intended to focus public agencies on prevention, not merely responding after serious crashes occur.

What could change for drivers and nearby communities?

According to the state announcement, the safety strategy may involve the following measures. The designation does not mean that every improvement listed below has already been funded, scheduled or installed.

  • Safer roads and intersections: infrastructure and crossing improvements intended to reduce dangerous conflict points.
  • Wrong-way driving prevention: additional signs, pavement markings and other countermeasures at freeway ramps and interchanges.
  • Safer connections: walking, cycling and transit access improvements in communities around the corridor.
  • Public outreach: road safety education, including the state’s SLOWCAL campaign.
  • Targeted enforcement: coordination among CHP and local law enforcement agencies.
  • Evidence-based investment: directing resources toward locations where improvements could prevent the most serious crashes.

California’s longer-term road safety targets

The designation follows a statewide road safety policy introduced in October 2025. That policy applies a “Safe System” approach across road design, operations, policy and investment, with an interim target of reducing fatal and serious injury crashes by 30% by 2035 and a longer-term vision of eliminating traffic fatalities and serious injuries by 2050.

Officials said they will assess progress primarily by tracking fatal and serious injury crashes. Vehicle speeds, roadway conflict points and available traffic data may also be used to spot risks and evaluate interventions.

“Prevention is a critical component of any road safety initiative aimed at saving lives,” Omishakin said in the state announcement.

State Sen. Dave Cortese, chair of the Senate Transportation Committee, supported the corridor designation while stressing that it must lead to tangible changes in road design, speeds, enforcement and measurable safety results.

What this means for residents

For people who commute or move goods along I-880, the immediate announcement is a planning and prioritization decision, not notice of a freeway closure or a newly completed construction project. Residents should look for subsequent agency announcements identifying specific work, schedules, funding and public participation opportunities.
