Orange County, California: government, taxes, elections, emergencies and places
Orange County is a major Southern California county with 34 incorporated cities, from Anaheim and Santa Ana to Irvine, Huntington Beach, Laguna Beach and San Clemente. The county also serves unincorporated communities that are outside city governments. Verify city boundaries and the complete municipal list with Orange County LAFCO. This matters because city and county offices can handle different permits, roads and local services at the same address.
County government: which office do you need?
The official County of Orange website is the starting point for county departments, services, public notices and Board of Supervisors information. Orange County LAFCO explains city and special-district boundaries, which can determine the provider of water, sewer or other local services. For a city address, verify the responsible city government before submitting a municipal planning, parking or construction request. County-level announcements should not automatically be treated as rules for every incorporated city.
Property values, tax bills and possible savings
Valuation and collection are separate. The Orange County Assessor determines taxable assessed values and publishes information on homeowner, veteran and other property-tax programs. Property owners can use its assessed-value lookup, subject to the site’s stated data limitations. The Orange County Treasurer–Tax Collector handles property-tax bills, due dates, payment and delinquency information; bills can be reviewed at the official TaxBill portal.
For the 2026–27 secured property-tax year, the Tax Collector identifies November 1 as the first-installment due date and December 10 as the deadline to pay that installment without penalty. Additional requirements apply to other tax-bill types. Do not enter sensitive property or payment details into unsolicited emails or third-party lookalike websites. California58 is not an official tax office and cannot grant exemptions. For a preliminary independent screening, compare the requirements with the official assessor’s forms.
November 3, 2026 election: voting by address
The Orange County Registrar of Voters is the official source for registration, individual ballots, accessible voting, vote centers, mail ballots and results. Its October 5 announcement says voting has begun and active registered voters are being mailed ballots. The county lists 128 secure ballot drop boxes; check their precise locations and closing times on the Registrar’s live drop-box page. Vote centers have different opening periods, so use the official calendar when planning a visit.
What changes for residents? Candidates and local measures are not identical in every Orange County precinct: city, school district and special district boundaries affect the ballot. Read the California58 Orange County election explainer, then confirm your personalized choices and dates directly with the Registrar. California58 does not endorse candidates.
Emergency alerts, evacuation and health services
Orange County’s official portal directs residents to the county emergency and AlertOC registration page for registration for local emergency alerts. Maintain contact information and a family evacuation plan; during wildfires, flooding, storms or coastal hazards, follow the current instructions of local emergency officials. Alerts for a coastal city may differ from warnings in inland foothill communities.
For routine services, start from the county department directory; health programs, emergency management and city services have different eligibility or geographic boundaries. Call 911 for immediate danger. This reference page is not a substitute for live emergency instructions.
Cities, beaches and local travel

OC Parks lists county-managed beaches, while California State Parks manages different state beach facilities. The October 2026 storm and erosion report explains the changing conditions at Crystal Cove, Doheny and San Onofre; do not assume an old article describes today’s access.
