San Diego County, California: a guide to public services and local life
San Diego County includes 18 incorporated cities and substantial unincorporated areas, including communities such as Julian, Fallbrook and Borrego Springs. An address’s jurisdiction matters: city councils usually govern municipal streets and building matters within incorporated city limits, while the county handles important regional services and many land-use questions in unincorporated areas. The County’s official boundaries FAQ confirms the distinction and five supervisorial districts.
Find the correct government office
Start with the County of San Diego for departmental directories, public meetings, assistance programs, permits and community notices. The San Diego Local Agency Formation Commission tracks city and special-district boundaries and services. County offices administer regional programs even for residents of incorporated cities, but not every city permit or public works request can be handled by county government.
Property assessments, tax payments and permits
The San Diego County Assessor/Recorder/County Clerk provides property information, official-record searches and eligibility information on programs such as homeowner, disabled-veteran and disaster-related assessment relief. The Treasurer–Tax Collector issues and collects property-tax bills. The official payment guidance explains parcel searches, receipts and how to avoid late charges. Using a property’s assessed value alone does not establish the amount currently due or an exemption.
If you are building, remodeling, researching zoning or proposing an accessory dwelling unit in an unincorporated community, consult Planning & Development Services (PDS). It maintains zoning, permit and GIS resources for areas under county jurisdiction. A project inside an incorporated city typically requires that city’s own planning or building department. California58 does not provide permit approvals or legal opinions.
November 3, 2026: official election services
The San Diego County Registrar of Voters lists the November 3, 2026 general election and provides personalized registration and ballot information, accessible voting services, mail-ballot tracking, election security information and voting-location guidance. Always verify the current location and schedule with the Registrar rather than relying on third-party maps or old articles. Voters in different school districts, cities and supervisorial districts can receive different local measures and candidates.
Read California58’s San Diego County election explainer for broader background, then use the Registrar’s official tools for actionable voting details. Reporting on candidates is not an endorsement.
Emergency preparedness and live alerts
The San Diego Office of Emergency Services coordinates regional emergency planning and response. Its official AlertSanDiego platform provides preparedness resources, registration for location-specific emergency notifications and incident updates. The Alert San Diego mobile app includes an emergency map, evacuation-related information and accessible updates.
For residents: a wildfire in the backcountry, a flash flood or a coastal closure may affect only a portion of this large county. Keep more than one way to receive warnings, identify evacuation options and follow instructions from local authorities. For immediate danger call 911. This county guide is not a real-time emergency map.
18 cities, coast and inland communities
According to official county infrastructure information, the 18 incorporated cities are Carlsbad, Chula Vista, Coronado, Del Mar, El Cajon, Encinitas, Escondido, Imperial Beach, La Mesa, Lemon Grove, National City, Oceanside, Poway, San Diego, San Marcos, Santee, Solana Beach and Vista. Unincorporated communities include mountain and desert settlements with very different transportation, wildfire and water-service challenges.
San Diego’s geography ranges from the Pacific Ocean and Balboa Park to inland mountains and the Anza-Borrego Desert. Start with our 16-place county travel guide. We also maintain a distinct Borrego Springs/Anza-Borrego visitor access guide, updated for fall 2026. Seasonal trail, park, road and access conditions should always be checked with the actual operator before leaving.
Our 2026 Halloween events guide is a seasonal directory, not a standing annual schedule. Times, admission terms and cancellations must be reconfirmed with event organizers.
