TIPTON, Tulare County — October 26, 2026. Residents of the unincorporated community of Tipton could gain an additional drinking-water source under a construction contract the Tulare County Board of Supervisors approved on October 20. The $750,570 contract with Travioli Construction Inc. is intended to complete Well No. 6A.

The well exists, but it is not yet supplying customers

The well has already been drilled; the remaining work involves equipment installation and connecting it to the Tipton Community Services District’s water distribution system. The county says the extra source could improve water quality and reliability once it is operational. An approved contract should not be mistaken for confirmation that customers are already receiving water from the new well.

December 31 federal-funding deadline

The project initially received $1.7 million in federal American Rescue Plan Act funding in 2022. The district completed drilling but did not finish the other work before its contracted June 30, 2026 deadline. At the district’s request, Tulare County’s Resource Management Agency assumed responsibility for getting the project finished. The county says remaining federal funds must be used by December 31, 2026, or be returned to the federal government.

County staff worked with engineering firm Dudek to prepare the project, and pursued direct contractor negotiations after an initial bid solicitation received no bids. The construction award is an important milestone, but the county has not reported final installation or water-quality commissioning as complete.

Why the story belongs in the rural county newsroom

Tipton is an unincorporated community, and the water-system news affects residents locally rather than being a new drinking-water project for downtown Visalia or Tulare. California58 is publishing it as a distinct Tulare County rural infrastructure report.
