MONTEREY COUNTY, Calif. — October 28, 2026. Homeowners in Monterey County’s small unincorporated neighborhoods may find special district charges listed separately from ordinary property taxes. A July 7, 2026, decision by the Board of Supervisors authorized the Auditor-Controller to enter qualifying County Service Area (CSA) assessments on the 2026–27 property tax roll.
The official county legislative record, Resolution item RES 26-097, shows the measure passed July 7. It covers service areas with names such as Carmel Meadows (CSA 19), Royal Estates (20), Carmel Rancho (23), Pedrazzi/Indian Springs (24), Moss Landing Heights (26), Aromas Hills (31), Rancho Rio Vista/Carmel Knolls (34), Del Mesa Carmel (56) and Las Palmas Ranch (72), among many others.
What was approved — and what was not
The board adopted annual resolutions certifying procedures for the relevant tax-related charges and directed placement of specified parcel-level assessments on the roll. This is an adopted authorization, not merely a proposed vote. However, it is not accurate to claim that every household owes the same dollar amount, that each service area has identical benefits, or that the authorization automatically introduces a brand-new tax to every parcel.
Individual charges depend on the specific service area, the property and the assessment schedule in the county’s official attachments. The agenda summary alone is insufficient to calculate any particular homeowner’s bill.
How to verify your own property
- Review the county’s July 7 service area assessment resolution and attachments (RES 26-097).
- Use the county CSA directory and LAFCO maps to distinguish a service-area boundary from a postal or neighborhood name.
- Compare the official assessment listed for your parcel with the charge on your actual property tax statement. For discrepancies or questions about a particular levy, contact the appropriate Monterey County tax or public works office using its official published contact details.
Aromas is a special cross-county case: one community can be associated with Monterey and San Benito County addresses; verify your parcel’s actual county and district before assuming a charge applies.
Why it matters now
With 2026–27 bills and community budgets in view, these public records can help residents understand which district services are funded and ask specific questions about governance. The resolution does not itself demonstrate road repairs, drainage improvements or spending completed at a particular neighborhood.
