SACRAMENTO, Calif. — October 29, 2026. Governor Gavin Newsom announced six appointments and reappointments on October 28 to California boards involved in veterinary medicine, behavioral-health professional licensing, podiatric medicine and naturopathic medicine. The announcement includes residents of West Hollywood, Hayward, Elk Grove, Pleasanton, Walnut Creek and San Francisco, connecting statewide professional regulation to communities across Northern and Southern California.
Who was named?
- Monica Revel, West Hollywood: appointed to the California Veterinary Medical Board. The governor’s office identifies her as a veterinarian associated with West Hollywood Animal Hospital and veterinary research.
- Lusero Arias, Hayward: appointed to the Board of Behavioral Sciences. The announcement lists experience in victim services and nonprofit leadership; Senate confirmation is required.
- Jeanette Horne, Elk Grove: appointed to the Board of Behavioral Sciences. Her background includes business, insurance and nonprofit involvement; Senate confirmation is required.
- Nancy Hoque, Pleasanton: appointed to the California Board of Podiatric Medicine. The governor’s office lists finance and technology management experience.
- Diparshi Mukherjee, Walnut Creek: reappointed to the Board of Naturopathic Medicine, where the announcement says he has served since 2022.
- Minna Yoon, San Francisco: reappointed to the Board of Naturopathic Medicine, where she has served since 2018.
Two appointments still require Senate confirmation
The October 28 announcement explicitly identifies Arias and Horne as appointees whose positions require confirmation by the California Senate. By contrast, the positions listed for Revel, Hoque, Mukherjee and Yoon do not require Senate confirmation in this announcement. Readers should not confuse an announcement of an appointment requiring confirmation with a completed confirmation vote.
What do these board assignments pay?
The governor’s office lists compensation of $100 per diem for the six positions. A per-diem payment is not an annual salary, and the announcement does not establish a full-time employment arrangement with a six-figure salary for any board member.
Why these boards matter to residents
Professional licensing boards provide oversight and regulatory functions within the occupations they cover. Patients, clients, licensees and applicants should use the relevant California board’s official resources for current licensing rules, complaints and public proceedings. This appointments announcement does not by itself change professional licensing requirements or grant a newly appointed member authority to make unilateral regulatory decisions.
