CALIFORNIA — October 26, 2026. Owners of California-registered recreational boats used in freshwater have a new fee schedule to check before launching. The state Division of Boating and Waterways announced October 23 that the Mussel Fee Sticker costs $21 if first bought in an even-numbered calendar year and $42 if first bought in an odd-numbered year, effective October 22.
The $42 purchase covers a complete two-year sticker cycle; the agency says the full-cycle cost increased from $16. The fee is separate from vessel registration. State law generally requires California-registered recreational vessels operating in freshwater to display a current sticker, with one sticker on each side of the hull beside the vessel identification markings. Boats used exclusively in marine or salt water remain exempt while they stay in those waters.
Why the state changed the program
California says the increase supports inspections, decontamination, early detection and grants for waterbody managers facing invasive mussels. The expanded concern includes golden mussels, first detected in the Sacramento–San Joaquin Delta in 2024; these organisms can spread on boats and equipment and clog infrastructure. The agency recommends cleaning, draining and drying watercraft before moving between lakes or waterways.
Boaters should confirm their particular waterbody’s inspection and quarantine rules separately from the statewide sticker requirement. Primary source: California State Parks, October 23. Sticker information: California DMV.
