STOCKTON, Calif. — October 29, 2026. Caltrans says its maintenance teams have begun cleaning and inspecting highway drainage systems across the Central Valley and Sierra Nevada as California prepares for the 2026–27 winter storm season.

In an October 26 announcement, the agency described work on culverts, roadside drainage inlets, retention basins and pumping facilities. Crews are also inspecting bridges for debris, placing sandbags in vulnerable areas and identifying highway corridors that could face flooding, falling rocks or erosion during heavy rain.

What road crews are doing before storms arrive

Drainage maintenance is a preventative measure: blocked inlets can allow rainwater to collect on travel lanes, while debris at culverts can contribute to roadway flooding and damage. Keeping these systems clear ahead of a storm may reduce the likelihood of a closure, although no preparation can eliminate every hazard.

Caltrans says it uses National Weather Service information to evaluate anticipated storms and assign crews and equipment. Maintenance teams monitor river-canyon routes for signs of rockfall or washouts, and the agency says personnel are available around the clock to coordinate with the California Governor’s Office of Emergency Services when needed.

What travelers should do

Residents of the Central Valley, foothill communities and Sierra travel corridors should not treat this preparation announcement as proof that a particular storm will affect their town on a certain date. Local rainfall, flood warnings, pass restrictions and road closures must be checked against the latest official information.

  • Road closures and chain controls: check Caltrans QuickMap before departure.
  • Flood watches and weather alerts: check the National Weather Service for the relevant community.
  • Work-zone safety: slow down near maintenance crews and be prepared for short delays during drainage work.

Drivers should also avoid entering water-covered roads, even if an alternate route seems inconvenient. The depth and condition of flooded pavement may be difficult to judge from a vehicle.

What this announcement does not mean

Caltrans’ latest preparation notice is not a declaration of an active flood emergency or a blanket closure of Central Valley and Sierra highways. It describes statewide-agency readiness efforts concentrated in its Central Valley and Sierra Nevada region. Specific incidents, forecasts and closures should be reported separately when verified.
