Napa County, California: a practical guide for residents and visitors
Napa County is in the northern San Francisco Bay Area. It contains five incorporated municipalities: the cities of Napa, American Canyon, Calistoga and St. Helena, plus the Town of Yountville. The remaining communities and rural areas are outside those city limits. For the official jurisdiction list, see Napa County LAFCO. County services and municipal services are not always provided by the same agency, so check which government is responsible for your address.
Government and public meetings
The official Napa County website publishes department contacts, ordinances, service information, job openings, permit resources and current county announcements. The five-member Board of Supervisors maintains meeting and agenda information, district lookup resources and public-participation options. Residents should consult the actual meeting packet and agency record before relying on a reported decision.
Property assessments, tax bills and permits
Assessment and tax payment are different processes. The Napa County Assessor handles property assessment questions and parcel-related information. The Treasurer–Tax Collector’s online tax service explains how to review and pay a property-tax bill, including payment-method fees and confirmation steps. Do not confuse a parcel search result with legal advice, a verified property boundary or an official determination of eligibility for an exemption.
If you are considering construction, remodeling or land use, start at the county’s permit and department directory and check whether the parcel is under a city’s jurisdiction. Permit needs depend on the location and the specific work; this page does not authorize construction.
2026 elections: find your actual ballot
The Napa County Elections Division publishes the November 3, 2026 election information, voter registration resources, vote-center and ballot-drop-box listings, accessible-voting information and election results. The election office states that its public location is at 1125 Third Street, first floor, Napa; check its website before visiting because locations and operating arrangements can change. You can also consult the California Secretary of State’s county elections directory.
For residents: your list of candidates and local measures depends on your registered voting address. Do not assume that every Napa County resident receives exactly the same city or special-district races.
Emergency notices and public health information
Napa County uses ALERT Napa County for notifications that may concern evacuation, severe weather, road closures and other emergencies. Residents can choose available alert methods and should maintain a separate household emergency plan. For official public-health updates, the county maintains a Health Alerts and Advisories page. During an urgent incident, follow emergency authorities directly; a travel guide or archived news story is not a live warning service.

Travel, activities and useful local reporting
Napa County extends beyond vineyards: Bothe–Napa Valley State Park, Lake Berryessa, Calistoga, the Napa riverfront and nearby trails all bring visitors with different access needs. Begin with our Napa County places and travel guide; verify park fees, road access, reservations and weather with the operating agency.
For time-specific events, see our Napa County Halloween 2026 family calendar, which identifies organizers, dates and changing arrangements. Halloween listings are for 2026 only and should not be treated as an evergreen annual timetable.
