DIXON NEWS | DEVELOPMENT & PUBLIC DECISIONS | 2026 — Dixon, Solano County, California.

A proposal for a new planned community southeast of Dixon moved through another round of environmental review in 2026. The City of Dixon says the developer submitted a revised plan in June for Harvest at Dixon, a project covering approximately 999 acres. The plan would significantly affect future land use, transportation and city services if approved—but it remains a proposal, not an already built neighborhood.

How the land would be used

The city project description includes about 583 acres of housing at low and medium densities, 41 acres of mixed-use commercial or campus-oriented development, approximately 98 acres of parks and open space, a 102-acre stormwater detention basin and almost 160 acres of roads. The proposal also reserves a site for an elementary school and possible other community-serving facilities.

The 2026 review process

City officials discussed revised project plans at a June 2 City Council meeting. On June 26, the city reissued a Notice of Preparation for the environmental impact report, alongside planning work involving the Lombardo Ranch Master Plan, Southeast Annexation and a General Plan amendment. A scoping meeting took place July 13. Following an extension, written scoping comments were accepted through August 3 at 5 p.m.

What environmental review does and does not decide

Environmental review identifies impacts, alternatives and possible mitigation measures. It is not by itself approval to develop 999 acres. The city says a draft EIR is tentatively expected in early 2027. Any necessary General Plan changes, annexation decisions and other approvals would be separate government actions subject to their own procedures.

Questions Dixon residents may want answered

Residents can examine projected travel demand on existing streets, school capacity, wastewater service, stormwater storage, affordable housing components, farmland conversion and the timing of road improvements. The project’s scale makes detailed modeling especially important; a rendered site map cannot substitute for a completed traffic or environmental analysis.

How to participate in the next phase

The summer 2026 scoping window has closed. That does not mean public participation has ended. The city project page provides links to meeting recordings, application material and future environmental review documents. Readers interested in submitting comments should watch for the draft EIR’s formal public review notice rather than emailing a closed deadline.
