FRENCH CAMP, SAN JOAQUIN COUNTY — OCTOBER 18, 2026. Work is beginning on a $14.45 million project to improve four road intersections near the Interstate 5 Mathews Road interchange in French Camp, according to the California Department of Transportation. The project responds to traffic associated with the recently opened Richard A. Pittman Veterans Affairs outpatient clinic and living center and is designed to make connections safer and more predictable for patients, staff, freight vehicles and other travelers.

Where will construction take place?

Caltrans identifies four intersections in the scope of its I-5 Mathews Road Interchange Improvement Project: the northbound and southbound I-5 ramp intersections with Mathews Road; Mathews Road at Manthey Road; and Mathews Road at El Dorado Street. These improvements are distinct from a wholesale reconstruction of Interstate 5.

What will change?

Crews are expected to install interconnected traffic signals at the four intersections to coordinate movement along the corridor. Plans also include sidewalk modifications to meet Americans with Disabilities Act accessibility standards and adjustments to turn lanes to better accommodate larger trucks and forecast traffic. Caltrans says congestion and ramp queues are key concerns, including the risk of traffic backing up toward freeway lanes.

Construction dates and travel disruptions

In its October 7, 2026 construction announcement, Caltrans identified an anticipated October 16 start and a target completion in April 2027, based on approximately 130 working days. An older project summary lists a different forecast, so the more recent construction notice is the appropriate planning reference. All dates are projections and may change.

Most work is planned for Sunday through Thursday nights, 9 p.m. to 6 a.m. The agency says full on- and off-ramp closures on both directions of I-5 at Mathews Road will be necessary during some phases, along with overnight street closures involving Mathews Road, Manthey Road and El Dorado Street. Daytime shoulder restrictions may occur from 8 a.m. to 4 p.m. Caltrans estimates delays of approximately 10–15 minutes during affected work. Not every ramp is expected to be closed for the entire construction period.

Who is paying for this?

Caltrans says the U.S. Department of Veterans Affairs sponsors the entire $14.45 million project through a VA major-construction funding program. Pacific Infrastructure Constructors, Inc. of Vacaville is identified as the construction contractor. The department links the improvements to the development and opening of the nearby VA outpatient facility, while also noting benefits to other corridor users.

How this affects clinic visits and local businesses

Veterans, caregivers and medical staff traveling to the clinic should allow extra time and consider checking their approach to Mathews Road before appointments. Truck drivers and delivery services should be alert for overnight detours and temporary changes in turning movements. Nearby San Joaquin General Hospital, county facilities and businesses also depend on this corridor; the exact impact will vary by construction stage.

Where to check the latest closures

Caltrans plans to use roadside and portable electronic signs to warn motorists. For real-time state highway conditions use Caltrans QuickMap.
