GREENVILLE, Plumas County — Rebuilding in Greenville after the 2021 Dixie Fire involves more than putting up new walls. Property owners may need to navigate building permits, land-use requirements, utility connections and updated information about long-term community recovery.
Plumas County maintains a public rebuilding resource page linking residents to the Building Department, assessor information, environmental health resources and recovery assistance. The county also published a 2026 planning process examining economic development and housing strategies for communities affected by the Dixie Fire and Beckwourth Complex.
New recovery planning materials are available
The county’s 2021 wildfires long-term recovery planning page lists an existing-conditions study, a community engagement report and economic development and housing strategies. The page identifies presentations to the Board of Supervisors on July 21 and August 4, 2026. It also links to a January 2025 implementation strategy specifically focused on rebuilding Greenville and Canyon Dam.
These are planning documents, not proof that every proposed project has funding or has been completed. Residents can use the documents to identify county priorities and ask which recommendations are now moving toward implementation.
Before starting a rebuilding project
- Confirm the parcel record. The county Assessor provides property records and a calamity application for qualifying damage; the rebuilding page lists the assessor’s office at 530-283-6380.
- Check permit requirements before hiring or building. The Plumas County Building Department offers plan review, inspections and building permit guidance. Its stated public hours are Monday–Friday, 8 a.m.–5 p.m., excluding county holidays.
- Discuss utility restoration. The building department directs wildfire recovery applicants to start a PG&E service request rather than assume a previous connection can simply be reused.
- Ask about zoning and site plans. Requirements can differ by property and proposed construction, so obtaining parcel-specific guidance matters more than following a generic checklist.
County officials discussed recovery rules in Greenville
Plumas County announced a June 3, 2026 public information session at Greenville’s American Legion Hall addressing the wildfire recovery urgency ordinance, enforcement procedures, building permits, zoning and plot plans. That meeting announcement identified Disaster Recovery Coordinator Keli Ward as a point of contact at 530-283-6094. The meeting date has passed; the listing is included as a record of the county’s guidance and contact, not as a future event.
Residents considering construction should confirm current forms, fees, inspection schedules and utility requirements directly with the county. Greenville News will continue distinguishing completed work from proposals and funding announcements.
