CALIFORNIA, Oct. 30, 2026. The Internal Revenue Service has begun mailing Notice CP321J to people who may be eligible for the new federal Saver’s Match. The program could add up to $1,000 annually per eligible person to an individual retirement account or workplace retirement plan. But the notice is not a $1,000 payment, refund, invoice, or guarantee of eligibility.

Why did you get a CP321J letter?

The IRS explains that it sent the notice to people who claimed the Saver’s Credit on their 2025 tax return or whose 2025 income was in a range that might qualify for the new program. Your income and circumstances in 2027, not simply a letter received in 2026, determine whether you qualify.

How much is the match?

The federal government will match up to 50% of the first $2,000 of eligible retirement contributions made for tax year 2027, potentially providing up to $1,000 per eligible individual. For example, an eligible person receiving the full rate who puts $240 into retirement savings in 2027 could receive $120 more. Two qualifying spouses may each qualify for a match. The money goes into a designated retirement account, not into a spending account as a cash refund.

Income limits for 2027

Filing status Full 50% match Partial match No match
Single or married filing separately $20,500 or less $20,501–$35,499 $35,500 or more
Head of household $30,750 or less $30,751–$53,249 $53,250 or more
Married filing jointly or qualifying surviving spouse $41,000 or less $41,001–$70,999 $71,000 or more

These are modified adjusted gross income (MAGI) thresholds, not simply the gross wages on your paycheck. The IRS says the matching percentage decreases as MAGI rises. The high income figures mentioned in letters are the outer eligibility limits, not the income limits for the maximum match. See the official IRS income table.

Who can qualify?

Participants generally must be at least 18 by the end of the tax year, contribute to an eligible retirement account, be U.S. residents for tax purposes, not be claimed as a dependent on someone else’s return, and not meet the federal definition of a student that excludes certain full-time students. Workers may qualify even if they owe little or no federal income tax. Eligible retirement vehicles can include traditional or Roth IRAs, 401(k), 403(b) and governmental 457(b) plans, subject to the program rules.

When do you claim the money?

The IRS says no action is required in 2026 specifically for the Saver’s Match. Contributions for the program begin in 2027. Eligible filers will claim it when filing their 2027 federal returns in 2028, using Form 8880-A. Keep records of contributions and check whether your plan can accept government matching funds. The new match generally replaces the existing Saver’s Credit for retirement contributions, although special Saver’s Credit rules for eligible ABLE-account contributions may continue.

How to avoid scams

A CP321J notice does not ask you to pay a fee, reveal bank passwords, or transfer money to release a benefit. To verify it, type IRS.gov/CP321J or IRS.gov/SaversMatch directly into your browser. Never share a photo of your notice showing your taxpayer number or home address on social media. Saving for retirement should fit your budget, living expenses and emergency needs; early retirement withdrawals may involve restrictions or taxes.
