MONTEREY COUNTY — October 29, 2026. Monterey County adopted changes to its drinking-water regulations allowing qualifying point-of-use and point-of-entry treatment devices for certain private wells and small public water systems where water exceeds a primary drinking-water contaminant limit. The environmental Notice of Determination was received on September 2, 2026 and records county approval on September 1.

Why is the county changing the rules?

The official filing identifies contaminants such as nitrate, arsenic, fluoride, cadmium, hexavalent chromium and 1,2,3-trichloropropane as possible concerns in affected drinking-water supplies. In some locations replacing a well, consolidating systems or constructing centralized treatment may be difficult or expensive. The new ordinance creates an additional potential compliance route under specified technical and regulatory conditions.

What is the difference between POU and POE?

Point-of-use treatment typically addresses water at an individual tap where it is consumed, while point-of-entry treatment handles water where it enters a building. The legal pathway is more specialized than buying an ordinary household filter. A filter must be suitable for the actual contaminant and meet the applicable requirements, including operation and testing, rather than merely advertising “cleaner water.”

Does this apply to all properties?

No. The notice covers qualifying circumstances in unincorporated Monterey County, including some vacant legal lots and accessory dwelling units. It is not a blanket authorization to develop land, a waiver of drinking-water standards or proof that any named household’s water has become safe. Residents should obtain laboratory results and contact the county Environmental Health Bureau about approved treatment and monitoring.

What the September action means

Unlike an agenda proposal, the State Clearinghouse record is a Notice of Determination documenting an approved ordinance. Its existence still does not certify the performance of an individual treatment installation.
