CALIFORNIA58 FAMILY GUIDE | October 26, 2026. California’s universal meals policy makes breakfast and lunch free during the school day for students who request them at qualifying public schools, according to the California Department of Education (CDE). The state requirement applies to public school districts, charter schools and county offices of education serving transitional kindergarten through 12th grade.
What the law requires
California Education Code Section 49501.5 requires covered schools to make one nutritionally adequate breakfast and one nutritionally adequate lunch available each school day at no charge to students who request them. The policy does not require a family to qualify individually for free or reduced-price meals to receive those school-day meals.
Which schools and meals are covered?
The statewide mandate is for public TK–12 schools, including covered charters and county education programs. Private schools are not generally subject to this same state requirement; the CDE explains separate rules for certified nonpublic schools serving public-school students. The ordinary school-day requirement should not be confused with summer meals, after-school snacks or holiday distributions, which can follow different eligibility, site and scheduling rules.
What parents should check locally
Contact the school’s nutrition services office about breakfast serving times, available meal choices, accommodations for medically documented dietary needs and how meals are offered. A free meal is not necessarily served at every hour or location on a campus. The school can also explain whether families are asked to complete income or household forms used for other school funding purposes.
For families moving between districts
Check the school district boundaries for the exact new address and the actual school’s nutrition timetable. California58’s local newspapers follow community service and education issues, while the official district remains the best source of current campus arrangements.
