NORTH KERN / SOUTH TULARE, California — November 5, 2026. A regional hospital district serving an area that spans parts of Kern and Tulare counties is choosing three directors. In the Kern County registrar’s portion of the November 3 election return, Robert Herrera has 4,078 candidate selections, Jose Garcia Sandoval 3,552 and Silvia Soto 3,453, followed by Joe Aguirre 3,181 and Brian Franks 1,422. Those figures describe the Kern County part of the contest, not necessarily the final combined districtwide order.

Three seats, five candidates

Three positions are open, so the third-place candidate in a county portion may have a narrow edge over the fourth — here Soto has 272 more counted selections than Aguirre in Kern’s initial dataset. But there are two qualifications: the contest is vote-for-three, meaning the totals are candidate selections rather than unique voter counts, and a regional district that crosses county lines must include valid votes from the other county before anyone can be named a districtwide certified winner.

Why a Kern-only figure is not enough

County election dashboards often publish the contests for voting areas that lie within their county boundaries. A hospital district’s service area may extend across a county border. Using Kern’s totals alone to declare a districtwide result without reconciling Tulare’s returns would be misleading. The editor must compare the same candidate list, office terms and report timestamps from both registrars.

Healthcare governance is a distinct public office

Hospital district governing boards oversee lawful district responsibilities involving public finances, facilities and healthcare institution governance. They are separate from town councils, county supervisors and school districts. Residents following healthcare availability in rural areas should review the district’s agendas, financial reports and service programs separately from early election-night rhetoric.

Next steps in the official canvass

In the Kern portion of the results, the county reports initial precinct transmission as completed; that does not mean late valid mail or provisional ballots have all been processed. To determine an eventual combined ranking, the Kern official results need to be read alongside the Tulare County election office. Until the official districtwide reconciliation and certification, this newspaper reports only the Kern subtotal and does not project a winner.
