PLACER COUNTY — October 28, 2026. Residents who struggle to reach work, medical appointments, school, shops or other destinations by public transit have until Saturday, October 31 to participate in the Placer County Transportation Planning Agency’s 2026 Unmet Transit Needs survey.
The agency, known as PCTPA, coordinates the annual evaluation of transit needs under California’s Transportation Development Act. This is an opportunity to tell local planners where existing service does not meet residents’ needs. Submitting a request does not guarantee a new bus line or schedule, but public testimony becomes part of the agency’s documented planning process.
How to participate
Residents can open the PCTPA Unmet Transit Needs page and select the survey in English or Spanish. PCTPA also lists an abbreviated Tagalog survey option. The agency’s page states that the 2026 online survey is available through October 31.
Useful feedback may identify a trip that cannot be made on available transit, the hours when service is missing, or a destination that is hard to reach. Residents should provide concrete travel needs rather than assume that every desired change automatically satisfies the legal test.
What counts as an unmet transit need?
PCTPA says its adopted definitions examine whether a trip can already be made on the existing system, including whether there is a bus stop within three-quarters of a mile walking distance at both ends of a trip. It also includes services required for compliance with the Americans with Disabilities Act.
Even when a request is identified as an unmet need, PCTPA applies a separate test for whether it is reasonable to meet. Factors include cost, demand, available funding, consistency with planning documents and community support. State transportation funding rules give this process particular significance: needs judged reasonable to meet must be addressed before certain funds can be redirected to road projects.
What happens after the survey?
PCTPA scheduled a public hearing for October 28 during its board meeting, but the written survey remains listed through October 31. After comments are gathered, agency staff review requests and prepare findings for board consideration, typically early the following year. The agency says it will document the results in its annual Unmet Transit Needs Report.
