QUINCY, Plumas County — Plumas County’s proposed update to its 2024–2029 Housing Element came before the Planning Commission at a public hearing scheduled for Thursday, October 15, 2026, at 11 a.m. in the Board of Supervisors Chambers at 520 Main Street in Quincy.
The county’s housing element page lists the public hearing notice, staff report, proposed plan, environmental review materials and related Planning Commission documents. It describes the Housing Element as an assessment of housing needs and policies informing zoning, development and future capital investment.
Why the plan matters
California local governments are required to assess housing needs and maintain planning policies addressing a range of income levels. In Plumas County, wildfire recovery, aging housing stock, construction costs, limited developable land and the availability of housing for working families make this a particularly consequential planning document.
Quincy’s role as the county seat means residents can directly observe Planning Commission decisions, but the Housing Element’s policy effects extend across unincorporated communities.
Questions the public record should answer
- Which parcels have been identified for additional housing capacity, and how practical is development on them?
- What tools address affordable housing, workforce housing and housing damaged by wildfires?
- How will the county track implementation, rather than only adopting goals on paper?
- What public comments or changes were accepted by planning commissioners?
Because this report is being published after the hearing’s scheduled start, the posted notice does not prove what the commission actually voted on. The meeting’s outcome should be confirmed through minutes, a recording or the adopted resolution.
How to participate and follow up
The county provides Planning Commission contacts and public comment instructions on its commission page. People unable to attend can review posted staff reports and request information about the next stage of the plan.
Some concerns — like the fate of specific rental units, permitting delays or the supply of serviced land — require comparing policy documents with measurable results over time. Quincy News will distinguish proposals, hearings and final approvals.
