SAN JOAQUIN COUNTY, California — October 29, 2026. The San Joaquin Council of Governments has approved its 2026 Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS), updating the county’s long-range approach to mobility, growth and emissions. A Notice of Determination received by the California State Clearinghouse on October 23, 2026 records the agency’s approval on October 22.
What does the plan do?
SJCOG uses the RTP/SCS to guide development of regional and federal transportation improvement programs and other transportation policies. The update identifies strategies, actions and a revised list of potential projects as the region plans for future travel demand. It also integrates land use, housing and transportation under California’s Sustainable Communities and Climate Protection Act, known as SB 375.
Which communities are covered?
The State Clearinghouse identifies the countywide plan as covering the San Joaquin region, including Stockton, Tracy, Lodi, Manteca, Lathrop, Ripon and Escalon. The corridor network includes State Routes 4, 12, 26, 33, 88, 99, 120 and 132. Rural roads and smaller communities interact with the same regional travel system, although the state filing does not say that every road will receive construction funds.
What should residents not assume?
A plan adoption is not a construction notice. It does not establish that highway lanes have opened, that a specific bus route is operating or that every program in the plan has secured all necessary financing. Residents should distinguish projects merely identified for future consideration from those programmed, funded or already in construction.
What did the environmental decision find?
The filing reports that the plan would have significant environmental impacts at a programmatic level, and that SJCOG prepared an Environmental Impact Report. Mitigation measures, a monitoring plan and a statement of overriding considerations were adopted. A statement of overriding considerations is a formal environmental-review finding, not proof that impacts have disappeared.
How should local communities use the decision?
For residents, businesses and local officials, the useful next step is to find their roadway, interchange, transit service or safety project in the adopted plan and check its proposed schedule and financing status. The distinction matters especially in rural and agricultural areas that depend on safe routes for freight, work and emergency access.
