SANTA BARBARA COUNTY — October 26, 2026. Property owners and local businesses could see changes in the county’s permitting process if officials approve proposed Phase 3 zoning amendments. The County Planning Commission continued the review from October 21 to an additional public hearing on Wednesday, October 28, at 9 a.m.

Which projects might change?

The county’s modernization proposal aims to remove or reduce some planning permit steps for small residential and commercial projects, such as certain sheds, pergolas, heating and air conditioning equipment, pools, home additions and minor alterations. County staff say the goal is to make zoning reviews more predictable and reduce unnecessary costs while maintaining safety rules.

It is essential to distinguish planning approval from a building permit. Even if the county removes a planning-level review for some projects, applicable building, fire, environmental and safety requirements may remain. Homeowners should not start construction based on a proposal that has not taken legal effect.

How to participate

The hearing is listed at the Planning Commission Hearing Room, 123 East Anapamu Street, Santa Barbara. The Planning Commission may make recommendations, but the Board of Supervisors would consider later formal changes. County reports point toward possible Board consideration in December, not automatic adoption after October 28.

The changes principally concern county zoning jurisdiction and should not be confused with separate permitting codes inside cities.
