UPDATED CONTEXT — NOVEMBER 5. After election-night delays, a Wednesday morning count of roughly 32,000 ballots had been reported in Shasta County, according to Shasta Scout’s November 4 reporting. That outlet’s separate projection of how many ballots might remain uses historical turnout rates; it is not an official county backlog. See the new Shasta County canvass article, which also links to Redding and education-board results. The percentages below are from the first 10:18 p.m. November 3 snapshot, before Election Day precinct ballots were included. They are retained for comparison and should not be described as the latest county totals.
Earlier first election-night report
SHASTA COUNTY, California — November 4, 2026. The initial returns in Shasta County showed Anderson City Council member Mike Gallagher leading incumbent Supervisor Chris Kelstrom in District 5. Two county charter amendments were also ahead in the first ballot batch. These were not certified returns, and no Election Day precinct ballots had been included at the time of the report.
District 5 supervisor
Shasta Scout’s election-night coverage at 10:18 p.m. November 3 reported Gallagher receiving almost 60% of the early votes against Kelstrom in a contest with just over 4,000 counted votes. As the first batch excluded Election Day precinct votes, the margin could change substantially.
Measure E: eminent-domain limits
In that same snapshot, 64.19% of counted voters supported Measure E. The proposal would amend Shasta County’s charter to prevent the county from taking property through eminent domain when the purpose is to transfer the acquired property to a private party, according to the measure description.
Measure F: vacancies in elected county departments
66.53% supported Measure F in the early count. That proposal would allow county supervisors to fill vacancies for elected department-head offices either by appointment or by ordering a special election, rather than following existing provisions.
Measure C: Shasta College facilities
The same newsroom reported 52.18% against Measure C in the initial batch. This bond proposal concerns funding for buildings and other facilities in the Shasta-Tehama-Trinity Joint Community College District; it is a separate ballot jurisdiction and must not be confused with Measures E and F.
Important: Early support does not certify adoption or establish that each measure’s legal passage threshold is met. Shasta County continues its official canvass, and later counted precincts may change these figures.
