SIERRA COUNTY — November 7, 2026. County supervisors appointed Tiffany Armstrong as behavioral health director at their November 3 meeting, placing an experienced rural public-health administrator in charge of county mental health and substance-use services.

Experience from Lassen County

Armstrong is a licensed clinical social worker who worked for 28 years in Lassen County, including nine years as its behavioral health director. She began serving as Sierra County’s acting director on October 26 after an earlier leadership transition. The previous permanent director, Sheryll Prinz-McMillan, resigned effective June 30, and Robert Szopa had served as acting director.

What the department oversees

Behavioral health operations in a sparsely populated county can require coordination of clinical services, crisis response, treatment referrals and regulatory compliance. Armstrong’s prior work included quality management, program administration and direct oversight of behavioral-health services. During her first week in Sierra County, she observed the county’s mobile crisis-response team in action.

State review

Supervisors also approved sending documentation to the California Department of Health Care Services concerning Armstrong’s qualifications. The appointment is a personnel decision; it does not by itself announce any specific expansion or closure of local treatment programs. Residents should follow Sierra County Behavioral Health announcements for any service changes.
