STALLION SPRINGS, Kern County — November 5, 2026. An election for the Stallion Springs Community Services District Board of Directors has a relatively narrow second-place gap in the county’s initial November 3 election returns. For the two seats available, Bill Siverson leads with 415 candidate selections, Ben Dewell follows with 396 and Jeff Stock has 364. The difference between Dewell in second and Stock in third is 32 selections. These are unofficial election-night counts, not certified officeholders.
Why second and third place matter
When voters may select two candidates for two board positions, the top two reported candidates occupy the leading places. The first candidate’s margin is not the only relevant one; the important cutoff is between second and third. Additional valid mailed or provisional ballots could affect this ranking. The county-wide outstanding-ballot estimate would not establish the number of remaining votes specifically eligible in Stallion Springs.
Community services are not city-government functions
Stallion Springs is an unincorporated community whose Community Services District is a local public body with powers defined under California law and its formation. Board members do not serve as a city mayor or municipal council. Residents should review the district’s own official budgets, agendas, service responsibilities and adopted decisions to understand the governing role, rather than assume it has the same powers as nearby Tehachapi city government.
Separate elections nearby
Tehachapi Unified School District’s Measure D school bond is a separate question with an early No majority and a 55% Yes threshold. Its reported votes cannot be added to the Stallion Springs CSD candidate selection totals. Residents can have a CSD ballot and a school district ballot under different boundary rules.
Official certification and later votes
The county’s 2:55 a.m. November 4 unofficial report does not establish that the canvass is complete. Eligible mail, provisional and other ballots remain subject to review. A two-seat candidate selection table is not a final outcome merely because initial precinct returns have been uploaded. California counties must complete official results by December 3; statewide certification follows December 11.
