LANDERS, San Bernardino County — A county planning document offers a useful roadmap for residents who want to understand long-running questions about rural roads, the night sky, open land, public safety and local development in Landers and the wider Homestead Valley area.
San Bernardino County identifies Landers, Flamingo Heights, Johnson Valley and Yucca Mesa as the Homestead Valley communities. These are unincorporated areas, so county decisions are central to public planning and many local services. The county’s Homestead Valley Community Action Guide describes priorities identified through public participation. It is a planning reference, not a report of a newly approved project.
Why dark skies and rural character appear in the guide
The guide describes a desire to preserve the rural desert landscape and its independent character. Among the action statements is advocacy for measures to reduce light pollution from buildings and outdoor lighting. Other items address open space, the compatibility of future construction with community character and the types of development residents want county planners to consider.
A community action statement does not itself change zoning, approve a construction project or impose a new countywide rule. Residents should check the latest county ordinances, meeting records and applications before assuming a proposal is already law.
Roads, safety and public services
The guide also identifies road conditions and access, emergency preparedness, flash flooding, illegal dumping and volunteers as recurring community concerns. For a geographically dispersed rural area, even a local road or emergency-service change can have an outsized effect on daily life.
The Homestead Valley guide discusses possible efforts such as road improvements compatible with the rural setting, cleanup activities and community preparedness. These items are goals and proposed actions in a planning document; the county’s website should be consulted to determine their current progress.
How the planning record developed
According to San Bernardino County, public workshops for Homestead Valley took place on September 12 and November 17, 2016. Participants discussed local strengths, needs, values and future priorities. In October 2020, the Board of Supervisors repealed 14 older community plans and accepted 27 Community Action Guides as part of a revised approach to community planning. The county says those guides can be updated as local action statements are completed.
That distinction is important: a guide written from earlier community input is valuable historical and civic context, but it should not be presented as a newly adopted policy in October 2026.
Where residents can verify information
Residents who want to follow specific road proposals, zoning questions or environmental concerns should begin with original county records and identify the responsible department. For plans and proposed changes, start with San Bernardino County Land Use Services. For community priorities, consult the official action guide. Dates, final decisions and project conditions must be checked against the current agenda or permit record.
