TULARE COUNTY, California — October 29, 2026. The Tulare County Association of Governments (TCAG) has approved a new Regional Transportation Plan and Sustainable Communities Strategy, setting a long-range framework for road, transit and land-use decisions across the county. The state’s October 22, 2026 Notice of Determination records an approval date of October 19, 2026 and a planning horizon extending to 2049.
What is the regional transportation plan?
The 2026 RTP/SCS updates the county’s previous plan adopted in August 2022. It provides a set of strategies, policies and lists of programmed or planned transportation projects meant to reflect expected funding and mobility needs. The strategy also addresses how land use, housing and transportation choices are coordinated under California planning requirements.
Does approval mean construction starts immediately?
No. A regional plan is not the same thing as a construction contract, funding award or date-specific lane-closure schedule. Individual road projects may need separate engineering, environmental clearances, budgets, right-of-way decisions and contracts before work can begin. Residents should verify a particular road or transit project on its own record.
What about unincorporated and rural communities?
Countywide planning covers more than Visalia and Tulare. Roads serving smaller communities such as Strathmore, Woodville, Poplar, Three Rivers and other rural parts of the county are affected by the wider network’s maintenance and connectivity priorities. But the environmental filing does not promise a new sidewalk, bus route or resurfacing project in each of those communities. Each local benefit must be supported by a specific project entry, not inferred from the countywide adoption.
What environmental findings did TCAG make?
The agency’s October determination states that the plan could have significant environmental impacts and that an Environmental Impact Report was prepared. It records adopted mitigation, monitoring measures and a statement of overriding considerations. These findings describe the environmental review for the broad plan; they do not mean every project is exempt from future scrutiny.
Why should residents follow it?
Long-range plans influence which road repairs, transit connections, safety improvements and growth patterns are considered priorities when agencies compete for transportation funding. Residents can use the adopted plan to ask whether a local corridor is programmed, whether money is committed, and what year implementation is expected.
