CALIFORNIA — October 29, 2026. California’s recycling agency filed an environmental notice on October 28 for emergency regulations updating rules for innovative beverage-container redemption pilots. The filing aligns existing regulations with Senate Bill 1113, a law that took effect January 1, 2025, and extends the pilot program framework toward January 1, 2034.

What is changing?

The Department of Resources Recycling and Recovery (CalRecycle) says the legislation extends the sunset date and the period during which pilot projects may be approved. It also changes the relationship of the projects to designated convenience zones beginning January 1, 2027. The emergency regulations incorporate these statutory changes into the administrative framework.

Will California get hundreds of new recycling pilots?

No such expansion is described. The state notice states that the maximum remains 10 pilot projects and that all 10 were awarded before the new statutory deadline. The principal regulatory change is how long the existing program and innovative redemption methods may continue, not a new statewide promise of a pilot in every community.

Why does the pilot approach matter?

Conventional recycling centers are not equally convenient for every household. Pilot programs can test alternative approaches to container redemption and improve access. However, the location and hours of any particular pilot must be verified through CalRecycle and the authorized local operator; an emergency regulation filing is not an announcement that a new collection site opened today.

What should residents do?

For the current redemption opportunities near their ZIP code, consult CalRecycle’s official beverage-container recycling information. Continue to check current local center rules and refund eligibility rather than assume future changes have already taken effect.
