CALIFORNIA58 | BENEFITS & EMPLOYMENT | OCTOBER 18, 2026. The California Employment Development Department says it is expanding its service workforce to respond to demand for State Disability Insurance (SDI) and Paid Family Leave (PFL). In an October 16 update, EDD said it is hiring more than 220 staff for those teams and has already filled 150 of the positions.
The announcement concerns additional staffing and improvements to customer service; it is not a claim that applications will be processed instantly or that every newly hired worker has finished training. EDD explicitly notes that onboarding for these complex programs takes time.
What benefits can replace lost wages?
California’s benefit changes under Senate Bill 951 took effect January 1, 2025. EDD says many qualifying low-wage workers can receive up to 90% of regular pay through SDI or PFL, while others may receive about 70%. These percentages concern the applicable statutory wage-replacement formula, not a guarantee that every applicant will receive that share of their most recent paycheck without caps, waiting rules or eligibility checks.
SDI generally concerns a worker’s own qualifying non-work-related illness, injury or pregnancy-related disability. PFL supports eligible workers taking time off to bond with a new child or care for a seriously ill family member, among other qualifying reasons. Neither program should be confused with Unemployment Insurance, which follows different eligibility standards.
Why the hiring announcement matters
People seeking benefits may need help with filing, medical certifications, missing paperwork and claim status. EDD says adding staff will help it handle increasing demand and improve customer contact. The agency’s public message also describes work on technology and communication tools, but it does not publish a guaranteed individual wait time applicable to every case.
Practical next steps
- If you cannot work because of your own qualifying disability, start with the official California SDI program information.
- If you are taking time to care for an eligible family member or bond with a new child, review Paid Family Leave.
- Confirm whether your employer has a separate leave-protection obligation. Wage replacement through EDD and job-protected leave under labor laws are distinct questions.
- Use your official EDD account or published contact routes rather than sharing sensitive claim details with an unsolicited caller or fee-based middleman.
- If interested in the jobs mentioned in the announcement, check CalCareers for positions actually advertised and eligibility requirements. The fact that an agency has a hiring target does not guarantee a vacancy in your city.
What has changed? The most measurable new step in the October announcement is staffing: 150 jobs filled toward a recruitment target exceeding 220. The higher wage-replacement percentages are an already effective 2025 policy, not a new October 2026 increase.
