The measures were signed on September 29, 2026 and include changes affecting local permit reviews, moderate-income rental housing, townhomes, manufactured construction, recovery housing and major projects in Concord and San Diego.

Housing permit reviews face tighter timelines

One of the package’s recurring themes is reducing repeated or prolonged local review. The Governor’s Office says the new laws strengthen deadlines and enforcement for housing permits by limiting repeated plan-check reviews and tightening appeal timelines.

For developers and homeowners, the practical impact will depend on the specific project and local implementation. California58 will track agency guidance as the laws move from signing to enforcement.

More pathways for townhome ownership

AB 1751 creates a streamlined approval pathway for qualifying townhome developments. State officials describe the measure as an attempt to increase ownership options between detached single-family homes and large multifamily buildings.

The package also includes measures affecting density bonuses, accessory dwelling units and other forms of infill housing.

Factory-built housing rules are changing

Several bills focus on factory-built housing. The state says the package creates more consistent statewide treatment, expands inspection options, reduces duplicative inspections and addresses financing barriers connected with factory production costs.

Supporters argue that more standardized rules could help reduce construction time and cost, although actual affordability will still depend on land, financing, labor, fees and local market conditions.

Moderate-income rental pilot

AB 1294 creates a limited property-tax incentive pilot for qualifying new rental housing serving moderate-income households in Alameda County, Sacramento County and San Francisco. Because the program is geographically limited and subject to eligibility rules, property owners and developers should review the final law before assuming a project qualifies.

Concord and San Diego redevelopment

The package also includes legislation intended to advance two major redevelopment efforts. The former Concord Naval Weapons Station is planned for at least 10,000 homes, with at least 25% intended to be affordable to lower-income households. In San Diego, legislation addresses environmental review for redevelopment of the former Sports Arena site, where the state announcement describes a project with at least 4,250 homes, including 2,000 affordable homes.

Recovery housing and homelessness policy

AB 1556 makes Housing First-compliant recovery housing eligible for state funding while retaining tenant protections and access to other housing options. Other bills in the package address homelessness prevention strategy, financing and accountability.

What Californians should watch next

A signed housing law can take months or longer to affect individual projects. Local permitting departments, the Department of Housing and Community Development and other agencies may issue guidance and regulations. Effective dates also vary by bill.
