CALIFORNIA — November 4, 2026. Former San Francisco Supervisor Jane Kim held a narrow lead over state Sen. Ben Allen in the election to succeed Ricardo Lara as California’s insurance commissioner, according to the latest election-night reporting reviewed by California58. No winner has been certified, and a substantial number of ballots remain outstanding.

What the count showed

The San Francisco Chronicle reported Kim leading 51.5% to 48.5% with an estimated 46.9% of expected votes counted. That is an election-night snapshot, not a final tally. The estimated share of votes counted can change as election officials learn more about outstanding ballots.

Both candidates are Democrats. The contest is being closely watched because the next commissioner will oversee consumer complaints, insurer practices and regulation amid severe concerns over homeowners’ insurance availability and cost.

Two approaches to the insurance market

CalMatters explains that Kim proposes exploring a public disaster-insurance program, while Allen favors reforms to the current market and expanded mitigation of wildfire risks. The proposals face practical implementation questions and are not currently enacted policies.

Those distinctions matter in high-risk rural areas and in communities recovering from wildfires. Residents should not assume that a change in the commissioner’s office will immediately alter their premiums or guarantee new policies.

What happens next

Counties will continue processing eligible mail, provisional and other ballots. The state expects to certify the election by December 11, 2026. Check the California Secretary of State’s election results for updated official counts and timestamps.
