FRESNO COUNTY, California — November 5, 2026. The numbers voters saw on election night are a starting point, not the final picture. Fresno County elections officials estimate that 112,000 ballots remained to be processed as of 2 a.m. November 4 — an amount that could materially affect the returns in close City Council, supervisorial, school-board and countywide ballot-measure contests.
The county’s official outstanding-ballot breakdown
In its November 3 election information page, Fresno County lists approximately 108,000 vote-by-mail ballots received November 3 from vote centers and drop boxes and another 4,000 conditional-registration and provisional ballots. Together, the estimate is 112,000 — and the county explicitly labels it an estimate, not a precise final count.
The 112,000 figure may not be the whole story
The county separately says approximately 3,000 ballots had signature-related correction issues on November 3. Voters can submit the qualifying correction paperwork by 5 p.m. November 25. These potential additions are outside the 112,000 estimate, along with an unknown number of mail ballots postmarked by Election Day and delivered through November 10. Simply declaring an election finished because all precincts have reported would disregard this documented processing workload.
When voters will see new numbers
The registrar says the next vote-total update is expected Thursday, November 5, before 5 p.m. These are the county’s announced expectations at publication time, not proof a new update has already appeared. Any change in a candidate’s lead must be reported using the new batch’s timestamp, not by combining incompatible media snapshots.
Transportation tax: Measure S is still being counted
The countywide proposed transportation sales tax, Measure S, is one of the closely watched issues. KVPR’s November 4 account reported 53.4% No versus 46.6% Yes on the reported ballot snapshot and said neither side had claimed a final result. The county’s large number of still-unprocessed ballots is precisely why that preliminary ordering should not be mistaken for certification. The proposal and its outcome affect the policy debate over how Fresno County pays for roads and transportation after the current tax expires in 2027.
City and county races where margins deserve attention
California58 has previously covered Fresno City Council District 1, a race in which an early update showed a lead of just 16 votes; Fresno County Measure S and supervisor District 1; and the Clovis City Council contests. The figures in those earlier stories are dated snapshots, not automatically the latest numbers. Voters in smaller county communities should likewise follow their own school and special-district boards rather than assume a citywide count applies to their ballot.
Why some legitimate ballots take longer
Vote-by-mail signatures must be evaluated, provisional ballots must be checked for eligibility and duplicate voting, and legally eligible late-arriving envelopes must still be handled. The count can therefore increase across several releases after polls close. A small early margin may expand, narrow or change direction; no one should infer the outcome merely from the amount of outstanding ballots without knowing which precincts and contest voters they belong to.

California’s counties have until December 3 to complete the canvass, and state certification is scheduled for December 11. No results in this article are described as certified.
