NEVADA COUNTY — October 26, 2026. People living outside incorporated city boundaries have until Wednesday, November 4 to comment on Nevada County’s draft Housing Element Update, intended to guide housing planning through 2035.

What the draft addresses

The Housing Element identifies locations that may be appropriate for future housing and proposes policies responding to local affordability and housing-supply challenges. A community survey this summer highlighted rising rents, limited vacancies, senior-accessible housing needs, rehabilitation assistance and growing insurance costs.

The draft does not approve construction on every parcel it identifies. It is a planning document that must go through state review and subsequent local adoption before becoming final.

Why rural jurisdiction matters

This draft concerns unincorporated Nevada County. The cities of Grass Valley and Nevada City, and the Town of Truckee, have their own Housing Elements. Residents should not assume a map on the county document changes zoning automatically inside a city boundary.

After the public comment period, staff plan to submit the draft to California’s Housing and Community Development Department for review. Local hearings are expected in spring 2027, with eventual state certification targeted for summer 2027.

Read the draft and application documents at the official Housing Element project site; comments can be sent to David.Nicholas@nevadacountyca.gov.
