SAN BERNARDINO COUNTY, California — November 4, 2026. County voters are responding differently from California overall to Proposition 41, a statewide proposal involving tax-spending limits and audits for special taxes. The county election report shows a local Yes majority, while statewide early returns show No ahead.

San Bernardino County: Yes ahead

The Registrar of Voters’ Summary Report #5, labeled Final Unofficial Election Night Results, recorded 186,912 Yes votes (52.99%) and 165,849 No votes (47.01%) on Proposition 41. That is a countywide Yes margin of 21,063 votes in the reported ballots.

Statewide: No ahead

KQED’s November 4 statewide returns, based on Associated Press and county election data, showed No at about 52.4% and Yes at 47.5% during the early-morning count. The two figures use different electorates and should not be added together: San Bernardino County’s votes are part of the larger statewide tally.

What Proposition 41 would do

According to California’s official voter guide, the initiative would require pre-election and recurring audits for programs financed by new state special taxes and restrict new state taxes whose proceeds are excluded from the existing state spending limit. The guide notes that the proposal also contains provisions addressing conflicting ballot measures.

Not yet a final outcome

All precincts having submitted an election-night report does not mean that all valid mail ballots have been processed. The county schedules its next results update for November 5 by 6 p.m. Pacific. Only the statewide certified tally determines whether the statewide proposition passes.
