CALIFORNIA58 WEATHER DESK — Thursday, October 22, 2026, afternoon edition. Multiple National Weather Service offices issued or continued hazard bulletins across California on October 21–22. Their warnings describe different events in different regions: thunderstorms and possible road flooding in Kern County, a flash-flood warning over an eastern Los Angeles County burn scar, additional Sierra snowfall, gusty winds near Big Bear Lake and hazardous seas on the Central Coast beginning Thursday night.

This statewide report links to original California58 local newspaper coverage for place-by-place detail. Source bulletins are named and time-stamped; an expired advisory is not presented as still active.

EVENING UPDATE — October 22, 6:05 p.m. PDT: Fresno and Merced Flood Alerts

Planada and Merced: NWS Hanford issued a 5:28 p.m. Flood Advisory for northeastern Merced County, naming Planada and Merced, scheduled through 8:30 p.m.. Radar indicated 1–1.5 inches in the past hour; water on roads and minor flooding were possible or already occurring in the advisory area. Read the original Planada News report.

Fresno County: Earlier Thursday, a Flash Flood Warning covered the Five Points / Cantua Creek area and reported 1–3 inches of rain. At 6:05 p.m., NWS said the heavy rain had ended, flooding was no longer expected to pose a threat and the warning would expire at 6:15 p.m.. It stressed that existing road closures still must be obeyed. This is no longer being characterized as an expanding emergency. See Fresno News and nearby, explicitly non-local-impact Mendota News.

Bakersfield and Kern County: The countywide Flood Watch covers Bakersfield, Kern River Valley, Tehachapi, Ridgecrest, Inyokern and Mojave areas until 8 p.m.. A watch means the potential for flooding, not confirmation that every community experienced water damage. Local follow-up: Bakersfield News.

Check the NWS official weather statements and Caltrans QuickMap before traveling. Time-stamped advisories may change or expire; never attempt to drive through water.

Kern County: Flood Advisory covers Inyokern, China Lake and highways

NWS Hanford issued a 12:41 p.m. Thursday Flood Advisory for northeastern Kern County, scheduled through 3:45 p.m. Its impacted-place list includes Inyokern, China Lake, Indian Wells Canyon, Walker Pass and Onyx. Water may affect Highways 14, 178 and 395, but an advisory is not confirmation of a closure. Full report: Inyokern News.

Ridgecrest, Mojave, Tehachapi and Bakersfield: Flood Watch into evening

Our local editions are also covering towns explicitly included in the October 22 Kern County Flood Watch: Lake Isabella News, Kernville News, Tehachapi News, California City News, and Mojave News. These are location-specific watch explanations; the NWS bulletin does not establish widespread street flooding or electric-service loss at every named place.

A broader Kern County Flood Watch continues through Thursday evening for the Indian Wells Valley, Mojave Desert, Kern River Valley, Grapevine, Tehachapi and other areas. NWS identified Highway 58 mile markers 101–103 and the Borel burn scar for particular caution. Reporting: Ridgecrest News. Actual closures should be checked through Caltrans.

Eastern Los Angeles County: Bridge Fire burn scar warning earlier Thursday

At 11:24 a.m., NWS Los Angeles/Oxnard issued a Flash Flood Warning, scheduled to expire at 2 p.m., around the central/southern Bridge Fire burn scar. Cities in the warning included San Dimas, Glendora, Pomona, La Verne and Claremont. Radar indicated heavy downpours and risk of debris flows. Because the warning’s published end time has passed, check for replacements rather than assuming it remains active. Full report: California58’s Bridge burn scar briefing.

Kings County: Thunderstorm near Stratford with 40 mph gust potential

At 2 p.m., NWS issued a Special Weather Statement for southwestern Fresno County and central Kings County for a thunderstorm tracked southwest of Stratford, valid to 2:30 p.m. Wind gusts to 40 mph and pea-sized hail were possible. No local electricity loss or storm damage was confirmed by the bulletin. See Hanford News.

Sierra Nevada: Snow advisory through 5 p.m.

The NWS Hanford 10:28 a.m. Winter Weather Advisory continued until 5 p.m. in high Sierra areas, naming Shaver Lake, Huntington Lake, Yosemite high country, Kings Canyon and Sequoia, with up to two additional inches of snow. Slippery mountain roads are possible, but no specific closure is confirmed. Read Shaver Lake News.

San Bernardino Mountains: 45–55 mph wind gust risk

Big Bear Lake and nearby mountain communities are under a Wind Advisory until 6 p.m., with southwest winds 15–25 mph and gusts 45–55 mph possible. The forecast warns that fallen limbs and possible electricity outages could result; it does not confirm that they have. Read Big Bear Lake News.

Santa Ynez Valley: Heavy rainfall and flood risk

NWS Los Angeles/Oxnard maintained a flood watch for the Santa Ynez Valley and parts of Santa Barbara County through Thursday afternoon, with localized rain rates potentially reaching 0.5–1 inch per hour. Solvang, Los Olivos, Santa Ynez, Goleta and Santa Barbara were among listed areas. Solvang News has the local briefing.

Thursday night through Friday, October 23: Central Coast marine hazards

NWS San Francisco Bay Area issued a Small Craft Advisory from 9 p.m. Thursday for waters between Point Pinos and Point Piedras Blancas. The nearshore zone advisory runs until 9 a.m. Friday, while the offshore zone extends to 9 p.m. Friday. In the offshore zone, winds of 15–25 knots, gusts 30 knots and seas 6–11 feet were forecast. See Big Sur News.

Where did the October 21–22 power interruptions happen?

California58 is separately tracking verified electricity incidents. Searles Valley News reports a firsthand account of electricity still off at one Trona-area address at approximately 2 p.m. Thursday, following earlier missed restoration estimates. Previous reports also covered outages in the Fresno/Selma region, San Luis Obispo County, and San Francisco. For a historical statewide summary, see California58’s separate outage report.

Storm forecasts do not prove the cause of any electrical failure. County warnings, incident counts and utility service boundaries are distinct categories of information.

Official sources and how to respond

The reporting above is based on NWS bulletins from Hanford, Los Angeles/Oxnard, San Diego and San Francisco Bay Area, and is linked from each original local report. Monitor the weather service and county emergency officials for changed or extended alerts. Use Caltrans QuickMap to check actual road closures; turn around at floodwater, avoid downed electrical wires and do not treat estimated alert-end times as assurances of safe conditions.
