California58 | Media Production, Public Information & Community Engagement
California58 is an independent, California-focused digital publishing and media project operated by Russian California (sole proprietorship). This page describes potential contracted services and public-benefit project partnerships for government agencies, municipalities, educational institutions, foundations and nonprofit organizations. It is a capabilities overview—not a representation that we hold a state procurement certification, government contract, nonprofit tax status or funded grant.
Geographic coverage and remote service delivery
California58 considers projects across California and other US states, plus suitable remote work for international organizations. In-person projects are accepted only after confirming local or traveling production personnel, equipment, insurance, location permissions, accessibility and budget. Remote capabilities may include editing, web content, translation review, captions, campaign creative and technical coordination. This description does not imply a registered government contractor or permanent office in every state or country.
For broader commercial and creative agency work, see creative and digital services for US and international clients, commercial video production, and event recording and livestreams.
Core service capabilities
- Video and documentary production: interviews, agency explainers, community-impact videos, history and cultural-heritage storytelling.
- Photography and visual documentation: public meetings, programs, facilities, projects, outreach and events where permission is granted.
- Meetings, conferences and livestream services: recording, moderated panels, public forums, virtual presentations, recap footage and media files.
- Public information and outreach campaigns: scripts, short educational videos, digital messages, accessible captioning and multi-format delivery as scoped.
- Multilingual community content: translation, subtitling and audience adaptation where qualified support and independent review are arranged.
- Media editing and distribution support: captions, transcripts, short clips, formatting for agency-owned channels, publication schedules and agreed campaign reporting.
Potential public-benefit project themes
Projects may address rural California news gaps, wildfire and earthquake readiness, public-health access, water and air quality, environmental conditions, civic participation, transportation, local history, public libraries, immigrant and multilingual communities, workforce development, accessible local information and education. These are proposed themes; no particular grant, agency or funding program is represented as having endorsed or financed them.
Relevant production and distribution experience
California58 publishes reporting and community resources across California’s 58 counties and maintains public video material and independent reporting samples. Its online local news editions are digital editions, not 830 staffed physical offices or a guarantee of statewide filming capacity. We may propose on-site assignments and production partnerships according to scope, location and available crew. Materials can be tailored to an agency’s requirements and media usage rights.
Public work samples: California58 YouTube, California58 local editions, Media Kit. Additional portfolio examples, specific project references and staffing may be supplied only when verified and appropriate for the opportunity.
Procurement and contracting
We welcome lawful requests for information, requests for quotation, RFPs, RFQs, purchase orders, subcontracting discussions and paid nonprofit or public-sector media assignments within our actual capacity. We can scope deliverables, a production budget, schedule, milestones, acceptance criteria, accessibility, data protection, releases, intellectual-property rights and revisions.
Not yet verified on this page: Cal eProcure registration, California Small Business or Microbusiness certification, a SAM.gov Unique Entity ID, government vendor status, general liability or professional media insurance, and any specific bonding or prevailing-wage eligibility. Agencies should request current supporting documents; we will not claim credentials we have not established. Some procurements may require additional registration, insurance, references, security or subcontractors before a bid is compliant.
To pursue California state opportunities, refer to the official California Department of General Services vendor guidance and Cal eProcure. This information is provided as a resource, not an assertion of existing registration.

Grant-funded and community collaborations
California58 is open to collaborative projects with eligible fiscal sponsors, established nonprofits, public agencies, schools and foundations. For proposals, we can help define a separate deliverable-based production component: filming, public-information videos, accessible distribution, community meetings, educational workshops or documentary outputs with a realistic budget and reporting plan.
Important distinction: a government contract pays for agreed services; a grant funds a defined eligible program. A for-profit sole proprietorship is not automatically eligible for nonprofit grants, and a fiscal sponsor is acceptable only when the specific program allows it and has a genuine governance arrangement. Any grant-supported reporting must preserve editorial independence and disclose funding transparently.
Quality, transparency and independence
We distinguish work commissioned by a client from independent editorial reporting. Paid productions and advertisements are disclosed when published as sponsored material; production fees never purchase favorable journalism or an editorial endorsement. We plan for written releases, location permissions, music and footage licenses, accessibility, participant privacy and third-party rights. Drone footage, special permits or restricted-site access are accepted only if applicable legal and operational requirements can be met.
